For any new CCTV installation in Dubai in 2025, the answer is clear: IP cameras are the right choice. They offer higher resolution, better scalability, easier remote access, and are the system type required for SIRA compliance in most commercial applications.
However, if you have an existing analog system that is working well, upgrading is not always immediately necessary — understanding both technologies helps you make the right decision for your situation.
What is an Analog CCTV System?
Analog CCTV is the traditional surveillance technology that has been in use since the 1970s. Cameras send a continuous analog video signal over coaxial cable (RG59 or RG6) to a DVR (Digital Video Recorder), which converts and stores the footage digitally.
Types of Analog CCTV
- Traditional analog (AHD/TVI/CVI): Lower resolution (up to 2MP), older technology, being phased out in Dubai
- HD-over-Coax (HD-TVI / HD-CVI / AHD): Modern analog using existing coaxial cable but supporting 2MP–8MP resolution — a cost-effective upgrade path for existing analog wiring
What is an IP Camera System?
IP (Internet Protocol) cameras convert video to digital data inside the camera itself and transmit it over standard network cable (Cat5e/Cat6) to an NVR (Network Video Recorder) or directly to cloud storage. Each camera has its own IP address and is addressable individually over the network.

Image Quality
IP cameras win. Digital processing inside the IP camera enables features like Wide Dynamic Range (WDR), 3D noise reduction, and AI-enhanced image clarity that analog cameras cannot match. Dubai's high-contrast environments (bright sunlight vs shaded areas) particularly benefit from WDR technology.
Cabling
Analog is simpler for retrofits. Analog cameras use coaxial cable, which is already installed in many older Dubai buildings. IP cameras require Cat5e/Cat6 network cable — which is more versatile but requires new cabling in older buildings.
PoE (Power over Ethernet) IP cameras combine data and power in one Cat6 cable, actually simplifying installation in new buildings by eliminating separate power runs.
Scalability
IP cameras win significantly. Adding cameras to an IP system requires only connecting to the network — no new cable runs to a central DVR. IP systems can be distributed across multiple buildings using existing network infrastructure. Analog systems require physical cable runs to a central DVR for every camera.
Remote Access
IP cameras are inherently networked. Every IP camera can be accessed remotely over the internet via VPN, DDNS, or cloud platform — it is designed into the technology. Analog systems can be accessed remotely via the DVR's network port, but with limitations.
AI and Smart Features
IP cameras win comprehensively. Modern IP cameras from Hikvision and Dahua include on-camera AI: facial recognition, people counting, intrusion detection, line crossing, vehicle detection, and licence plate reading — processed on the camera chip without requiring an AI server. Analog cameras have none of these capabilities.
Cost
Analog is cheaper for small, simple systems. For a 4-camera home system where existing coaxial cable is already in place, analog can be the most cost-effective solution. For commercial systems above 8 cameras, the total cost of ownership usually favours IP.

SIRA Compliance: Does It Matter Which System You Choose?
SIRA in Dubai does not specifically mandate IP cameras over analog for most applications — what matters is that the system meets the required resolution, recording duration, and is installed by a SIRA-approved company. However, SIRA's 2026 guidelines require minimum 4MP resolution for high-security and commercial premises — which effectively means IP cameras for new commercial installations.
Should You Upgrade from Analog to IP in Dubai?
Upgrade if:
- Your existing cameras are below 2MP (showing pixelated footage)
- You need to add more cameras than your DVR supports
- You want AI features (facial recognition, intrusion detection, ANPR)
- Remote access is unreliable or limited
